Stage 1: (room temperature) 84% Bottled Spring Water
10% Peppermint Hydrolat / Hydrosol
4% D-Panthenol
1% Emulsifan
1% Preservative 12 100% Total
Method:
Weigh out all the ingredients, blend, then bottle and label.
